Usually in take 2 days to approve the application and then we ship the card to you. Depending on where you live and your local post office services it takes up to 3 weeks for the card arrive.

This is a great opportunity to briefly explain about the fees apply when using the card outside of the US.
 
Your question includes two separate fees:

Loading fee – every time 2CO sends payment to a card a loading fee applies. The standard fee is $2.00 then your card is loaded within three days. In case you wish to have the funds available immediately, you can select an immediate load then the funds are available for you on the card within two hours. The fee charged then is $5.
 
ATM withdrawal fee: When an ATM transaction occurs outside of the US a fixed fee of $2.15 is charged per withdrawal. Just like any other payment method a foreign Exchange conversion fee applies to this foreign financial transaction. This fee ranges between 1%-3% and is set by MasterCard based on daily currency fluctuations and collected by the issuing bank. 3% is the maximum amount that can be collected. We work with the issuing bank to ensure the fees charged for our cards are on the lowest end of the spectrum, making sure the amount of cash available for you for use is higher than other payment alternatives.

To summarize that for an ATM withdrawal outside of the US you will be charged $2.15 + daily conversion rate that is set by MasterCard and is computed at the time of transaction.
