Yes, the Payoneer card will work in UAE.
There is an initial activation fee of $9.95 for the first load from 2Checkout to the Payoneer card, for each additional load from 2Checkout there is a $2.00 fee.
Payoneer also charges a $3.00 monthly maintenance fee for the card.
For international ATM withdrawals there is a fee of $2.15, but there may be additional fees charged by the ATM machine.
