The time is here! I know that you have all been waiting patiently, and now all of your questions can be answered. I think that you will find that using Payoneer is a lot easier than you thought it would be. Today is July 11th and Payoneer has been added as a payment method. As soon as payments have finished running, the wizard will be unlocked and you will be able to sign up with Payoneer.
All you have to do is go into the banking wizard. The first two pages will be the regular information that you are already familiar with, on the third page you will have the option to sign up with Payoneer. Once you have signed up with Payoneer, you will be redirected to the 2Checkout.com wizard where you will have to click on the button that says that you wish to be paid using the Payoneer card. You do not have to do this right away; you can continue being paid by a prior method until you have received your card. This card is available to all vendors worldwide!
This is a new and exciting option, and 2Checkout.com along with Payoneer are very happy to be able to offer this option to you.

Yes you will still be able to go in and change your banking information if you wish. Once you are ready to start receiving payments via Payoneer again, you will just open the wizard and reactivate the option.

The most interesting info in everything about Payooner card is these fees:
1. Payment Fee: $ 4.00 USD
2. Stop Payment Fee: $ 30.00 USD
They said Loading will be $2.00 and now its double that!
NO explanation for both, but I would say it is this:
1. Is Loading, every time you send money to card they take $4.00 USD
and what “Payment Fee” ? it is “Loading Fee”.
2. If this means that when I want to stop sending money to Payoneer card and use 2CO –> Bank account, then it won’t work what people said one week money to be sent on Bank and one week on Payoneer card.
It’s too costly.
I’m not thrilled with any of these fees.

About two years ago there was a similar offer with Intercash card from the Bank of Alabama, this was never a success.
The bank has since withdrawn from this market; it took two months to get an email response and 2checkout did not keep people informed, trust this is a better option and not an affiliate fee driven program.

I also forgot to say that Banks do not charge any fee per each cashing out from ATM when you use Bank’s card. So when you gather up all this info, I don’t see any advantages of Payoneer except additional cost.
Bank transfer what I have so far is cheap and I get it in 24 hours from 2CO. So no problem to go to ATM every Friday and take the cash.
Also don’t want to forget they charge every wrong taking money out of ATM, possibly loss of card when ATM machine takes it etc.
If there is any other reason I don’t see why is Payoneer better and cheaper please let me know.

A bit disappointed about the charges.
International delivery price of the Payoneer price is not specified, activation is $19.95 outside the US and for conversion to other currencies (which means pretty much all of Europe, Asia, Africa, Australia and South America) there is a 3% fee that they will retain (it’s not part of the MasterCard margin for currency conversion).
And as far as I can tell from the agreement, you can’t load more than $1000 at once, which, correlated with the fact that 2checkout sends payouts once weekly, means you have a limit of roughly $4k per month.
Overall, it’s not a great bargain, if you ask me…

We offer several shipping methods for the card. Regular mail is shipped free.
If choosing Fed Ex, Click on the link next to the box where you choose a ship method at the time you order the card to view the rates. Based on the FedEx option chosen, the rate will vary.
The conversion fee varies on a daily basis, so when comparing equivalent services offered for curency conversion by other institutions, the rate is quite competitve. The percent charged varies, but, will never be more than 3%.
The $1000 limitation is for Personal loads to the card, not for the amounts 2CO can load. Since the card can be loaded by other indivuduals, these are restricted to loading no more than a $1000 at one time.

Activation fee is $9.95 for all vendors. This charge is deducted from your first payment (there are no upfront charges).
Loading of 2CO payment onto the card is $2.00.

You can change your option now or after you have it. If you are unsure of the mail delivering in time for the next payment, you can wait until after you have received the card.
Generally cards are shipped within 2-3 business days after you have ordered the card.
Payoneer does not have an interface to your 2CO accounts. We have an ID linked to the card. As long as 2CO sends your payments to us under the one ID that is linked to your card, we can place the funds on the card.
Please check with 2Co, if they have the ability to do that. If not, you would need 2 cards.

Since we all want to know it would not be good that 10,000 of us send support ticket to just ask question we all want to know. So again what is “Payment fee” and what is” Stop payment”.
And who do I trust, You or 2checkout.com who has this written totally different of what you say.
This is all very unclear about everything, I think both companies didn’t prepare for this in the right way.

Well Talia, thank you for your patience in answering all our questions. But I’m having a rough start here and would like some clarifications. I signed up for the card on the 11th and it said that my order will be reviewed within two days. It is the 15th and the status of the card still under review! I’m in New Zealand (as far as I know there is nothing fishy about New Zealand). If the first step which should be simple enough as I have been with 2CO for five years, takes twice as promised and still not finished, should I expect the same with the payments every week? I really need an honest answer here. Thank you again.

As a matter of course our card order process does not take any longer than a day or two. I will follow up on your order and ensure it is processed have someone get in touch with you for any adidtional information that may be needed.
Regarding payments, the files are processed as soon as they will be received from 2CO.
You will need to confirm the payment before it makes it on to your card, which you will do with a link in an e-mail our system sends, as soon as the payment is processed.
Please make sure you have payouts@payoneer.com added to your “good” e-mail addresses or it may go off to spam/junk mail.
Do be sure to be on the lookout for it, whenever you are expecting a payment.

Hi
now we have various payment options… why 2Co don’t update payment options with a settable amount. For example, I would still keep the payment cycles as I have now (wire transfer), but once in a while I would like to put a certain amount, $1000, on Payoneer card. I don’t want the full payment cycle to be transferred on Payoneer card, just a certain amount - payment cycle could come up to $10K+.
I’m sure this would also help people who don’t really trust the new card, to be able to test it, and not being forced to get all the money (payment cycle) transferred to the card, or nothing.
Kind of ‘Load Payoneer card’ functionality/option where you would set how much you want to load on the card.

I wish to state that in my first encounter with Payoneer; I’m very impressed.
A couple of days ago I posted about the delay in approving the card and my worries about it. I received an email the same day informing me that the card was activated; the next day I received a follow-up email from Talia. I also got my issue resolved and the card was rushed out to me.

Hi, I just received my Payoneer card and activated it.
I have a question though that is worrying. When I went through the banking wizard on the Vendor section/ 2CO it only took my name. It did not ask for my card number or anything related to the card! will this be enough to get the payment in the right card? I just do not want the payment to get lost and we go in circles and through verification processes. Thank you

wmr: Opting to switch between Payoneer and one of 2Checkout’s other payment remittance options will not be considered a cancellation.
So, yes, you can alternate between payment methods if that is what works best for you.

Hi - a follow up to my previous post
I received Payoneer card, but as my products are priced from $900+, and I would only like to put around $300 on my card (to try the mechanism), there’s actually no way I will ever be able to do that… because the minimum amount for me to load is $900… and only in case if I ‘catch’ a payment cycle when only 1 customer bought the cheapest product…
So, it seems Payoneer card is not an option for me, at least until some success stories come out and I will be able to trust $900, or more, to put on the card.
So, please 2CO, implement a mechanism to be able to load a specific amount onto the card, and not the whole payment cycle.
Why give us something that works well only in theory?

For me, I use subcontractors sometime and they alway wake me up on Friday morning to get their money. You can now imagine the kind of mess I’ll be in if the money fails to post into the card the same day.

Zoltan, I apologize for the delay in responding to you. Once you have received your card, go back into the banking wizard and put a check in the box that says accept payoneer. This is at the bottom of the fourth page. Your vendor number will then be sent to Payoneer and Payoneer will associate your vendor number with the card that was sent to you.

When you sign up for Payoneer your vendor number is passed to them. Payoneer then issues you a card with a number. Payoneer knows by your vendor number what card is yours.

Others have already requested this feature, but I’d like to add my “vote” for it too:
2CO, please make it possible to have an arbitrary amount (up to the outstanding payment amount) deposited to the Payoneer card, not necessarily the full amount. Ideally, this feature would not even be specific to Payoneer; I’d have a use for it with other 2CO payout methods on some occasions as well. You already have the “release level” feature. What I am asking for is that you add a “release cap” feature. (It should be completely independent from the release level; both lower and higher values make sense.)
Also, ideally, both the “release level” and the “release cap” should be adjustable without going through the banking wizard (it made me re-enter some of my bank account details for some reason; if I did not re-enter the data, some field values would get lost - maybe a bug).

I didn’t wait for implementation of loading a specific amount to Payoneer card, I took a risk and loaded what I had in payment cycle (5K+).
Date of payment cycle: Aug 2nd
Date of loaded on the card: Aug 2nd
Date of email confirmation about loading: Aug 2nd
First transaction with the card: Aug 3rd… (I’m sure it was already available on Aug 2nd)
I’m very happy with it. No problems, yet.

What’s weird is that they don’t allow the card to be loaded using a SWIFT transfer. I mean I would use this card if I could load it from other sources than just 2checkout and credit cards.

Other then loading the card by 2Checkout’s payments, we at Payoneer allow more sources to load the card:
1. Credit and Debit Cards - we accept MasterCard®, or Visa®.
2. ACH/eCheck - load money onto a card by authorizing a debit to your bank account. Only U.S. accounts for now.
We are always open for feedback, if there are any other loading options you would like us to add, we are happy to seriously consider. Once we add more loading options, I will update you by posting here.

I was really very happy when 2CheckOut introduced the Payoneer Mastercard payment option for vendors.
I´m located in Peru and for me, the payment method is a serious problem. I used to receive my 2CheckOut payments by SWIFT wire on Friday, and the cost was 28 dollar.
So well, when I read about the Payoneer method I decided to join as this seemed a faster and cheaper way to receive my money.
Last Thursday August 23 I received the first payment. It cost me 5 dollars instead of the promised 2 dollars to receive the money in a timely manner. The 2 dollar option takes 4 workdays, so I decided to pay 3 additional dollars to get my money the same day. In fact this was the first turndown.
When the money was loaded on the card, I went to an ATM to get some cash. Second turndown. The maximum amount is just US$ 200. So, I tried Peruvian soles. The maximum amount here was 700 soles. When I came home I checked my Payoneer account and learned that they charged US$ 229.63 for this operation. I suppose that´s US$ 227.48 plus the 2.15 fee. That gives just 3.077 soles per dollar. That day the official rate was 3.19 soles per dollar. Banks were buying dollar bills at 3.14. This means an additional 2% fee! Third turndown (and a big one this time.)
Then I went to a gas station to try out the card. I tanked gas for 100 soles. When I came home I saw that this cost me US$ 32.49. That´s 3.077 soles on the dollar again. That makes four turndowns.
Yesterday I thought I understood how to use the card… The only way to get my money cheap was getting the US$ bills out of the ATM and then change them for soles. WRONG! I took US$ 140 and when I came home I saw they charged US$ 145.65 for this operation. Ehhh… I thought the fee was US$ 2.15??? And the other US$3.50? Fifth turndown. And this time it´s even worse: a lie about the promised fees.
I need an explaination for all this. Otherwise, this was the last time I used this card. 2CheckOut venders be careful. At this moment this Payoneer payment method is much more expensive than the normal international wire.

Comparing different payment options is tricky and it is important to understand the different fee structures of each method.
The best way is to compare the net amount of cash in local currency after all fees and conversion. For example, what if you’ve earned $400 with 2CO that you wire to Peru. You mentioned $28 wire fee. Does the local bank also charge a fee for receiving the funds? How many Peruvian soles do you end up with then? Which FX cutoff date do they use?
From our experience, you will most likely end up with noticeably less. That is precisely the goal with the cards and we take all cost elements into account to achieve this, monitoring the alternatives using this measure.
Conversion rates change continuously. That is, the rate in the morning will differ form that in the evening. FX is calculated at the time of the transaction, for any transaction that is not in USD.
FX fee charged by banks in most countries is significantly more ‘generous’ to the bank over card solutions. Furthermore, if you compare Payoneer to other card solutions, you will find that we are on the lowest spectrum of the marketplace.
We track this daily to ensure that we maintain our position relative to other methods, both in terms of cost and convenience.
We appreciate if you can complete your comparison and will respond to any additional comments so we can refine our offering to better address issues that you are facing.

Thanks for your reply. No, my explaination was not incomplete. I will give you an exact example on how the two systems differ and how Payoneer outprices itself.
Let´s assume I have US$ 1,000 in my 2CheckOut payment cycle.
Using the SWIFT wire to my peruvian bank account I receive the funds on Fridays, with a total fee of US$ 28 (US$6 for 2CheckOut and 22 for my Peruvian bank.) So, I received US$ 972. I could go to the bank and get this exact dollar account or it´s equivalent in soles, that would be (972 x 3.14 =) 3052.08 soles in this example. I know this for sure because I´ve done it this way for the last 3 years….
Now I use the Payoneer card. In order to receive the funds the same week the fee is US$ 5. The funds will be added to my Payoneer account on Thursdays (that´s the only Payoneer advantage: one day earlier.)
Then, there are 3 ways to collect or use my money.
1. I withdraw it in US$. The ATM limit is US$ 200, so I need 5 times to do so. The fee is US$ 5.65 for every withdrawal, so the total withdrawal fee is US$ 28.25. This means I can withdraw US$ 966.75. This amount I can exchange for (966.75 x 3.14 =) 3035.60. Now imagine the annoyance of withdrawing 5 times, maybe spread over various days.
2. I withdraw in peruvian soles. The ATM limit is 700 soles. US$ 995 is about 3.124 soles so I have to withdraw 5 times. The fees are (2.15 x 5 =) US$ 10.75, so I get (984.25 * 3.077 =) 3028.54 soles.
3. I pay with my Payoneer card. This way I can buy for (995 * 3.077 =) 3061.62 soles.
In this analysis, you´ll have to take into account that the bank wire (flat fee) gets even better when your earnings are higher. The Payoneer system gets gradually cheaper when you earn less money.
Also we´ll have to take into account that the Payoneer card has a monthly fee that is not included in this example.
So, the only usage I could give my Payoneer card is spending my 2CheckOut earnings in shops. But what if I have to pay my mortgage? My credit card bill? My daily groceries (or whatever) in a shop where Mastercard is not accepted?
In fact my complaints are about the following issues:
1. The low ATM limit for a withdrawal transaction. This might vary country to country, but in Peru it´s US$ 200 for this card. I have tried 3 different banks. BTW, other cards do have higher limits.
2. The ridiculously low exchange rate for the Peruvian sol. Please take into account that US$ and Peruvian sol coexist here. There is a tight spread between buying and selling. For example when the exchange rate is 3.19, you will be able to sell the US$ for 3.14 and buy it for 3.24 both in banks as well as down the street. Our example, 3.077 (with an official 3.19 rate) is really out of the question. Impossible. Period.
3. The withdrawal fee for a US$ transaction is US$ 5.65 as compared to the US$ 2.15 you promise on your pages.

I was checking my transactions and do you know what exactly happened to me? Please note this was before I found out you charged US$5.65 instead of the promised US$2.15 for a US$ withdrawal.
Last Friday my account balance was US$203.05. So, I tried to withdraw US$200 (thinking the fee was US$2.15). The ATM refused the operation. So well, I withdrew US$140. Back at home I found out that I was charged US$0.90 because of the ATM refusal and then US$ 145.65 (the 140 I withdrew and your 5.65 fee).
Please understand me. This is small money, not even enough for a tip in a restaurant. But it hurts to be treated this way, believing lies like “No hidden fees” or “US$2.15 withdrawal fee outside the US”

Many thanks for sharing your experiences in detail. We appreciate any and all feedback seriously as it allows us to better understand our clients’ needs. You describe a very specific scenario which while it can occur, is not typical.
Per your last two posts:
The first item you discussed was the withdrawal limit of $200 at a specific ATM. Our system allows ATM withdrawals of up to $1,000 a day as well as an additional $1,500 in general spending.
The issue you ran into is because the ATM owner has set a limit of $200 on the ATM machine. $200 limit is really on the low end of ATM limits. Unfortunately this is something beyond our control. Limits may vary from one ATM to another – in fact they can be next door to each other and still be different.
We charge $2.15 fee per one withdrawal. The $5.65 fee, which you were charged includes our fee, FX conversion and probably the fee which the ATM owner charges, this again is not something we can control.
The card is extremely flexible as it can be used for online purchases, in stores and to withdraw cash at ATMs. Given the circumstances you describe, using the card for purchases may be more cost effective for you than trying to cash out. Based on your calculation from your Aug 27 post, wherein you had worked that using the card in stores for purchases left you with the best results; the amount of soles you were able to spend was higher than the amount of soles you received when withdrawing cash at an ATM, or when cashing in a SWIFT wire at the bank.
The exchange rate you are receiving from your bank (3.14) is extremely high. You obviously have a solid relationship with your bank, and this may continue to be the best option for you. From my experience, most payees find that we offer not only greater flexibility in using the card and lower fees, but also a better FX rate, certainly better than most banks.
In conclusion, it is for this reason that 2Checkout offers you more than one way to get paid. The card has many benefits in comparison to other methods, especially if you make online and offline purchases with it. We encourage you to choose the method of payment which suits you best, and appreciate you considering the card as a way for you to receive your money.

The term “No Hidden Fees” is getting new dimensions here at Payoneer.
I had a small cycle payout this week so I decided to try Payoneer once more.
This morning I went to an ATM here in Trujillo (Peru). In fact it’s the same ATM where I got my cash the other day, please check my earlier posts at this forum. I withdrew 2 times US$200 (the max withdrawal amount). When I came home I and checked my account, I saw they took 2 times a US$7.15 (!!!) withdrawal fee.
Payoneer promises a US$2.15 withdrawal fee. They promise “no hidden fees”. And the worst is that when I write about these straightout LIES, they do not even appologize. They just take the money and run.
2CheckOut Vendors, please think twice before you apply for your card!

I have been reading your conversation with Tom closely and trying to find out exact what the fees are. I’m not able to find the exact fees anywhere since 2CO started posting the wrong fees and you keep referring to your and 2CO signup page, I can’t find that or the fees/rates for using this service.
There for I want you and/or 2CO to list the exact fees here, so everyone can see what it cost.
Beside that I want to know what the 3% conversion fee is. You say:

Or is this only if I go to an ATM and withdrawal in DDK? Please explain.

Hi, besides all my suspicious for debit cards i signed for the Card today. Im sorry but debit cards are expensive, the only real good card available was Accent Card which has high fees so this Payooner card seems to good to be true. I hope it really gives us a fast and affordable way to receive our money. Besides the high fees of 5.5% already 2CO charges us we all want to know how much more would it cost to receive the money.
When i signed up it said 2$ for loading the card.

Then it says it has a monthly fee of 2$. Thats affordable too, 24$ a year. It makes sense if you use the card always.
What im concerd is about all the blogs i read from people. Besides those fees and the ATM fees there arent any other fees listed. Is that too good to be true?

Please someone answer this. If i buy a 100$ product on the internet will Payooner only debit my card 100$? If that is so without any extra card then is far better then Accent Card. Accent Card is a real bank account for non us people but i dont like the fees. To high.
I dont mind so much to pay a fee to extract money from a ATM but i think internet and retail purchases should be free because then it would not make any sense to use this card instead of my real credit card from my bank. On this blog they replied and said there is no fees for internet and retail stores. Those that mean what i asked? Or do you make a currency conversion when i buy online? If i buy in USD will the same amount be extracted from my payooner card?
Also a user from Peru said he had very high fees on the card when he extracted this money. I understand the local ATM machine has his own fees but it would be interested to know the currency exchanges Payoner uses. Also the ATM machine gives the option to extract the amount in $$$, glad for me in my country the limit is not like the user said in Pero 200$ but 500$. So if i extract in USD will Payooner only charge the ATM fee plus the local bank ATM fee without any conversions?
Please answer my questions if this card since im very interested since it seems a real, fast and affordable solution. It takes me know almost 30 days to receive checks wich is to much and 2CO doesnt have a tracking for checks. If the fees are real like the ones posted on the website i hope this is not a marketing catch promotio and then after a year the fees blow to hell since i will then cancell the card as fast as i requested it. Nobody wants to work just to pay fees all the time.

I applied on Sun Oct 4th for a Payoneer card as a 2checkout.com vendor, I already got the email saying that my card was approved, so I asked my card to be sent to my address through FedEx, the payoneer customer support asked me to load my card with the amount to pay the shipping fee and i was trying to do it when i found out it says i can load my card with an amnount between $20.00 and $1000.00. My first question is:
1) what will happen if I sell more than $1000.00 in a day? i mean how is 2checkout going to be able to load my card with more than $1000.00 if it says my card can’t be load with more than $1000.00? Let’s think 2checkout is going to load my card with $4.000.00 I sold in a week, is it possible?
2) When i was going to load money to my card there was a link where it said about the verification process, i do understand it, I clicked on it and i realized there was a part where it says:
“Once you verify your credit card, you will be able to load your Payoneer-CashLynk card”.
Did you realize it says “Payoneer-CashLynk card”? then i checked the CashLynk - Terms & Conditions and it says :
6. Loading Value Onto Your Card
“the maximum amount of money allowed on your Card at any one time is $2,500 plus any wages, salary, reimbursements or similar compensation loaded onto your Card.”
Then if it says the maximum amount of money allowed on my Card at any one time is $2,500, what will happen if 2checkout.com load my card with $4000.00 from my sales?
3)on your FAQ section you can find this information:
“Our prepaid CashLynk card is allowed a total limit of $3000 with a daily loading limit of $1000.
A daily and weekly spending limit is set at $600.
A daily and weekly ATM withdrawal limit is set at $400. Ex: If you withdraw a $400, you have $200 available for the day.
Note: Withdrawal limits may also be restricted by the local ATM acquirer, and they could be lower than the daily limit stated above. ”
It says i can withdraw $400.00 each day, then if i need to withdraw $4000.00 from my card how can i do it? what’s the maximum ATM withdaw per day for this card ? because you said it : ” Our system allows ATM withdrawals of up to $1,000 a day as well as an additional $1,500 in general spending. ” (sivank August 29th, 2007 at 6:27 pm). I am sorry Sivank but what you said doesn’t match what CashLynk - Terms & Conditions says.
4) what’s the real name of the prepaid card you issue for 2checkout.com vendors? CashLynk? Payouts Card ? TravelCard ?

Your card is a Prepaid Payout card, not a CashLynk Card. This card is available only through approved corporate customers, including 2CO, and carries with it certain privileges.
When 2CO loads the card with payment for your selling they can load up to $10,000. The $1,000 loading limit only applies on private loads.
Payoneer provides cards to support different program types, and each one has different total, loading and withdrawing limits. The following limits apply to the 2CO vendors:
1.The total limit of the card is $12,500
2.The daily spending limit is $2,500.
3.The daily ATM withdrawal limit is$1000. (Thus, if you withdraw a $1000, you have $1500 available for spending for the day.)

Re: the 3% currency conversion fee. What I found out so far is that this fee is actually at 2.5% (good), but it applies to USD transactions as well (really nasty - and I’d call this a hidden fee that is not documented anywhere). So, for example, a $500 ATM withdrawal outside of the US appears as $514.65 - that’s $500 + 2.5% + $2.15 (documented ATM fee). And, no, this has nothing to do with ATM owners’ fees - this same behavior has been observed with ATMs of different banks (in two different countries, even) that are known to not charge extra fees (tested with other, non-Payoneer, cards - also issued by foreign banks).
Payoneer - would you please either document that this fee applies to all transactions (or all outside of the US?) regardless of currency or make it actually apply to non-USD transactions only? Thanks in advance.
Also, I do not find this 2.5% or 3% fee competitive at all, even if it were for currency conversion. A reasonable fee for currency conversion would be 0.5% to 1%.

BTW, notice how “tomvl” in his comments above has also observed this exact 2.5% fee for US dollar transactions:
140 * 0.025 + 2.15 = 5.65
200 * 0.025 + 2.15 = 7.15
Payoneer - as an option, you could choose to not impose or reduce the fee when certain conditions are met - e.g., for deposits of $1,000+ (say, per deposit or per month). Otherwise, your offer is not competitive. This 2.5% fee has already cost me a few hundred dollars extra compared to 2CO wire fees + withdrawal fees I would get at local banks, so it may well be a reason to stop using the card.

Today I’ve tried to withdraw cash in 3 ATM of 3 different banks and they all declined transaction (”Transaction declined by your bank”). There’s nothing to do with ATMs or these banks, since I already used them with Payoneer and everything was fine. That was very urgent for me.
Looks like it’s not 100% stable system and you should think if you considering getting this card for daily usage.
My issue still not resolved by Payoneer and I do not know what to do.

When you reach the limit, any funds that you upload will be held in an account and will be loaded to the card as you use it. You will only have 12,500 on the card at one time. If you use 500, 500 will be replaced.

This is an update on my own comments made earlier in this thread, as well as on those by others:
Payoneer has recently re-considered their policy regarding USD transactions, and they no longer charge the currency conversion fee (which was at 2.5% lately - and perhaps it still is) for transactions in USD, even outside of the US. To give a very specific example - currently, a $300 withdrawal at a Raiffeisenbank ATM in Moscow, Russia results in just $302.15 being charged from the Payoneer account. Previously, $309.65 would be charged.
