Payoneer has recently re-considered their policy regarding USD transactions, and they no longer charge the currency conversion fee (which was at 2.5% lately - and perhaps it still is) for transactions in USD, even outside of the US.  To give a very specific example - currently, a $300 withdrawal at a Raiffeisenbank ATM in Moscow, Russia results in just $302.15 being charged from the Payoneer account.  Previously, $309.65 would be charged.
