Starting May 14, 2007, there will be many changes to shipping with the US Postal Service.
The rates will be changing on several of the products. They will also be consolidating many of the international shipping options and allowing both domestic and international shipping with the same Priority and Express Mail packaging. On a related note: The new “forever” stamps cost 41 cents now, but will always send a first-class letter, so you could stock up on them now and use them when rates go up again. Read more at Lifehacker and Wikipedia.

I can’t imagine that prices would increase much above usual inflation, so not too much of an investment. The actual cost to send mail probably does not increase, if anything it decreases due to economies of scale.
