1st no, you do not need a site!
2nd, when you get a 2checkout account, you will have to use a “Request Invoice” feature.
This is where you send a money request to a buyer (customer) for your services or goods. Customer looks over an email, accepts it and pays with his/her credit card though 2checkout billing pages.

loyalbid is correct. We do require that suppliers have a website that accurately describes and advertises the products or services being offered through 2Checkout. If the services offered are for a custom price per client, you can use our “Request Invoice” feature to send a custom emailed invoice the customer which will contain a link to a payment form where the customer can make payment to you. This feature can be accessed by clicking the “Sales” tab on your account home page and then clicking the “Request Invoice” sub tab.
