Additonal fees for foreign credit card holders.

I read that for foreign credit card holders have to pay some additional fees besides the product bought, is it true?

2Checkout does not charge foreign credit card holders any additional fees. However, if your credit card is not based in the currency you select your bank may charge you an additional fee.
