It seems that 2CO have entered into an agreement with Paypal whereby refunds can be given without any notifation to the vendor and solely at the behest of Paypal.
2CO will not intercede and put the onus on the vendor to contact the customer and rely on the customer being honest and having time to go through the lengthy process of contacting Paypal.
I have had a refund given of 200$ without even an email being sent to me telling me of this.
2CO just ignor my concern and tell me because I am not an American citizen they can and will just ignor my complaints.
Arrogance or what?

As many of our suppliers and customers are located outside the US, your location would not cause us to ignore your issue or concerns.
Please understand, this order was canceled by PayPal and was done in nearly the same way as a chargeback would on an order paid via credit card. PayPal will only take the funds back if the PayPal account that was used to place the order has been taken over. All other refunds and chargebacks you will be notified first and given proper time to dispute the claim. If you would like us to resubmit your information to PayPal please send it to Fraud@2co.com.
