What does “Food – perishable, non-prepackaged foods” means? Can it mean I can sell perishable food products but they should be prepackaged properly?

Most perishable foods may be resold, but only within the region where they are produced and they must be appropriately packaged for the method of distribution. Certain perishable items are not supported, and must be approved on a case by case basis.
