I understand that 2CO doesn’t allow contests on a vendor’s site, but may I reward the customers who use my service the most every week? I would avoid the word “contest” on my site, but I would call it a type of “rewards” feature. Customers will be able to visit a page to see how much they’ve used my service compared to other customers, and a list of the rewards for the most active users.
I would like to reward my most loyal customers every week, but I want to make sure that it will be compliant with 2CO’s rules.

Your desire to reward your loyal customers is understandable, however the ‘reward’ feature you’re describing would not be acceptable.
While 2Checkout reserves the right to restrict or prohibit products/services at our discretion, there are also certain services that we are required to enforce. In some cases the restrictions we maintain are not only our own policies, but also the regulation of our own upstream providers.
As a reseller, 2Checkout is responsible for the content and offerings of our vendors, and we work diligently to observe and enforce not only the letter but the spirit of applicable laws and regulations.
Perhaps you could offer discounts on your service to your regular customers via email? 2Checkout has an integrated coupon system that can be used to offer both percentage and fixed amount discounts on products. It can be found at: http://www.2checkout.com/community/?s=coupon#post-243.
While this could not be done in the competitive/contest form you suggested, it does provide an option for both rewarding loyal customers and insuring their continued business while staying in compliance with 2Checkout guidelines.
